Shannon O’Neil

Speaker Shannon K. O’Neil is a prominent expert in global trade, supply chains, Mexico, and Latin America. She serves as the senior vice president, director of studies, and Maurice R. Greenberg chair at the Council on Foreign Relations (CFR). In her role, she oversees the extensive research and initiatives of more than 70 fellows in the David Rockefeller Studies Program, as well as CFR’s 14 fellowship programs.

As an accomplished author, Dr. O’Neil has written The Globalization Myth: Why Regions Matter (Yale University Press, 2022), which examines the emergence of three key global manufacturing and supply chain hubs and their impact on U.S. economic competitiveness. Her earlier book, Two Nations Indivisible: Mexico, the United States, and the Road Ahead (Oxford University Press, 2013), provides insights into Mexico’s political, economic, and social evolution over the past 30 years and its significance for the United States.

Additionally, speaker Shannon K. O’Neil contributes as a columnist for Bloomberg Opinion and frequently appears on national television and radio. She is a sought-after speaker at academic, business, and policy events worldwide and has provided expert testimony before Congress on numerous occasions.

With extensive international experience, Dr. O’Neil has lived and worked in Mexico and Argentina. Her academic journey includes being a Fulbright scholar and a Justice, Welfare, and Economics fellow at Harvard University. She has also taught Latin American politics at Columbia University. Before transitioning to policy, she gained private-sector experience as an equity analyst at Indosuez Capital and Credit Lyonnais Securities.

Dr. O’Neil holds a BA and an MA in international relations from Yale University and a PhD in government from Harvard University. She currently chairs the board of directors at the Tinker Foundation, further demonstrating her commitment to advancing scholarship and engagement in Latin America.
