Human rights speaker Jose Ramos-Horta received the Nobel Peace Prize in 1996 for his work towards peace in the East Timor conflict. He served as East Timor’s President from 2007 to 2012 and then again in May 2022. In addition, he worked as Prime Minister and Minister of Foreign Affairs.
Speaker Jose Ramos-Horta was also the East Timorese resistance’s exiled spokesman during East Timor’s Indonesian occupation. In 1988, he became an independent politician. Jose was the first to obtain the title of Foreign Minister since East Timor’s independence in 2002.
He worked as Foreign Minister until 2006. One year later, Jose became President, and, in 2008, an individual tried to assassinate him. In 2012, the UN appointed Jose as its Special Representative.
At the request of the UN Secretary General, Jose served as the chair of the UN High Level Independent Panel on Peace Operations between 2014 and 2016. This panel conducted a global review of UN peacekeeping and mediation efforts with the aim of improving the effectiveness of the UN’s “peace and security architecture” in preventing and resolving conflicts. The resulting report and recommendations were widely praised. Additionally, the individual was a member of the High Level Board on Mediation from 2017 to 2019.
